(Apparently) For the celibate, masturbation is not immoral or sinful, but does fall short of the ideal. In some religions I do believe that they see masturbation as a sin though.
According to the site i linked below: "masturbation is an element in a celibate's personal life which reflects a genital need he hopes to outgrow, not because genitality is at all inappropriate, but because it does not particularly serve him in his celibate life."
If you want to give up sex, you generally want to abstain from all sexual activity and sexual thoughts. Celibacy isn't just a vow of 'non intercourse'. Abstaining from one part of the act, isn't abstaining from the act, it's merely avoiding it.

I think if people who are celibate masterbate its a good idea.
Especially for priests who are inclined to be with kids.

It means refraining from having sex, with the opposite sex. It when you take a religious vow not to have sex. I do not think it means you cant masterbate.
