God cast Satan out of Heaven with a third of the angels for trying to take over. If he made a set of stair and pushed him down them who knows.

How could god be all powerful if he couldn't control his best angel? Oh yeah, free will, bleh. Hmm. I see the light. That must be it then. God exercised his free will and did a little shoving! Makes as much sense as any other story.
