When you get a female dog spayed they remove the reproductive organs- the ovaries and the uterus. So yes, once she is spayed and recovered from the surgery- she will no longer enter heat and will no longer bleed due to Heat.
Also the Heat that she is in right now should dry up within a day or so after surgery. Her body will still have to cleanse the vaginal cavity of the blood that was already in it at the time of surgery.
Some vets will also ask that you wait until after her heat is completed to the schedule the surgery.

Yes it definately should stop bleeding. I got my dog fixed and she stopped bleeding, that was years ago and she has never bled again since. Its basically like a monthly period, except dogs dont have Tampax so they bleed all over your floor etc, so once they are spayed, it fixes the problem. If you are still in doubt, ask your local vet to explain things to you.
