But they will check your rate to call other country at very low rate or have monthly fee. I don't think there is any software right now that offer totally free PC to Phone call all over the world.
Skype allow you to call US from US for free this year.

I just loaded the program two day's ago with yahoo I have made ten calls in the US to cell and land lines I have spent twenty six cents on ten calls so it's good the quality of audio is good
