I imagine it's like going to the grocery and getting food -- you still have to cart it home. It should be okay out for a hour. Get a thermal blanket for hot dishes to keep them hot, and a cooler w/ice for cold things if you're worried.

chilled foods should be placed in fridge asap as bacteria multiplies at tempretures of over 3 degrees 63 being the danger zone. Why not place purchased chilled foods into a chiller bag/box till getting home. i would suggest 1/2 hour to 45mins depending on temp outside.

Not quite sure. I do know that when I worked at a petrol station, which had various frozen food for sale, the law said that products were only allowed to be out of the freezer for a maximum of 8 minutes. I'd guess at the limit for chilled food being somewhere between 8 mins and 15 mins, but I don't know for sure.

Two hours is the max. It does depend a little on the food. Eggs can stay out a little longer, and butter isn't harmed, but things like meat will need to be heated to 165degrees F again if they are left out 2 hours. Yes, this does include lunch meat.

If you're in the business which involves food services, there are regulations regarding to this. You're best bet is contact state dep. health to get the information or guidelines since they are the ones inspect any deficiencies. They provide public education on food safety. Or, if you suspect your food vendor isn't handling food properly, ask vendor about their policy first. Then if they don't give you satisfactory answer, report it to the DOH. The DOH also check in to it according to complaints.
