The times are how long the film or light sensitive electronics are exposed to the light coming into the camera. If it is is open for 1/250 second a certain amount comes in that might not be adequate for the image considering how bright the light is in the area. If you open the shutter for twice as long (2/250ths = 1/125th) then twice as much light comes in.
