I work in an electrical retailer and haven't ever come across anything that can make a television HD. Your television needs to be HD ready, before it can recieve high definition feeds. Another thing is, High Definition uses a special connection (HDMI) which is the best way to connect High def devices. If you don't have this connection in the back of your television, then you won't be able to connect any devices to your t.v. Even if they did make some sort of converter that let you connect a high def box to your normal t.v the picture would be downgraded by the fact you'd be connecting it through your scart socket.

I think whoever told you about making a tv HD, might have meant digital. If you're in the UK and want to make your television digital, you can go to a local electrical retailer and purchase a freeview box.

You can't make a t.v high def, but you can make a t.v digital.
I hope this helps you to understand.
