No they are not harmful, think of the thousands of dogs who wear almost the same thing with the electric fences. The only difference is you have the control. I absolutely love and adore my dog, there is nothing I would not do for him, but I have one for him. The only time he wears it is when company comes over, and he has only been shocked twice at the lowest setting. It was a last resort after obedience classes, even at my house we could not break him of his over excitability of company. I was worried with him weighing a 120 lbs he was going to accidently hurt someone. I just show him the collar now and he is the best dog in the whole world. They are to be used as a training device and not torture. There are so many dogs out there with that invisible fencing and they get shocked all the time. It does not hurt them. If you use the collar in the wrong way it could be hurtful.

I think they're cruel. Citronella collars have the same effect.
If you're trying to correct a dogs behaviour (eg: barking), a citronella collar lets of a citrus smell (which dogs HATE!!!). I know someone who had a dog that annoyed neighbours by barking all the time. They put the Citronella collar on him and it let off bursts of the citrus smell. Now all the owners need to do is show the dog the collar and he's a good boy. It worked, he no longer barks.
Shock collars are inhumane!

I have Invisible Fence around my house - and the dogs wear shock collars. In Austria they think this is very cruel and have outlawed it. (Maybe they learned something about inhumanity after WWII?)
What is inhuman is putting one on a dog that is not going to be trained on how to use it. Neither of my dogs have suffered - they went through a 2-week training course - 15 minutes every morning, 15 minutes every afternoon. When you first train them - there are no shocks. The fence is set up with an alarm system they can hear. If you take them to the alarm - and pull them back when they hear it - they become trained by the first or second day. The rest of the 2 weeks is reinforcing it.
I have one dog that to this day has never been shocked. She hates the alarm. Her metal prongs are protected with plastic - so she'll never feel them. My other dog kept testing it - so we had to remove the plastic protectors. One night he ventured out one night at 2 a.m. and tried to go through. I heard a "owwww owww oww" woke up and saw him there startled. That was 3-1/2 years ago, he has never tried to go through again.
I cried when my neighbor installed his own - and never trained his three dogs. They were consistently getting hurt. He ended up putting a fence around the house. He just didn't want to take the time to train his animals properly.

the shock is not dangerous by any means. it's just causes the muscles to tense, and tends startle the dog, not hurt it. shock collars work well on at least semi trained dogs. they are not a substitute for training your dog.

Know a person who wanted to use one, first he found a cheap one (probably garage-made) and insisted on trying it on his hand first, said it hurt like hell for the next week, then he tried one of the known brand (can't remember the name) the same way, said it was like a mosquito bite.

How would you like a shock collar strapped around your neck at school with the teacher giving you a bolt every time he thinks you need one?
