Telecom engineering IS Electronics engineering. The difference is one is a subset of the other. I guess its like asking whats the difference between sports and baseball.

Telcommunications engineering encompasses electronic engineering. Electronic engineering deals with electrical/electronic circuitry and some digital technology However, Telecommunications engineering includes carrier, transport, transmission and switching systems as well as Radio Frequency, Celluar and optical technologies, and is more orientated towards installation and operations of these systems, with the exception of research & development designing.
