Start with the city legal department. If no help, hire your own attorney and consider a class action law suit if others have the same problem.

You don't know the "law" because it is written in legalese. There are more exceptions than some people in QA have to good taste. Directors of departments can do exactly what they want and you have no recourse.
In your case, there are many of you and you should collectively hire a lawyer to interpret for you the "law." Laws on the books do not have to be enforced unless and until the person not being provided his "rights" files a lawsuit. People who oversee the services in this society can only be compelled by a court to "give it up." The apt. is owned by someone or a group of someones. They got their money and skipped? Usually in eminent domain matters the matter of resettling funds are part of the settlement as I am sure they were in your case. You go into court if you are not satisified. The city is not blatantly going to refuse to follow the law unless they know they are safe from legal action. If you all live in low income housing, etc. you are at the mercy of the government and ONLY A COURT can compel them to follow the law. That is why in this country we must WORK for what we want and in order to do that, we must get educated beyond high school. These are facts. I hope you all find a way out but it takes work and thought and organization and an lawyer/law firm that takes on these kinds of case.

Get a lawyer or get the group of homeowners together to form a group with a lawyer or go to the City Government as a group. You have a bigger voice that way.'
