The numbering system for pencils has to do with the hardness of the lead, not the popularity of the pencil itself. The number indicates the hardness of the pencil core—the higher the number, the harder the lead.
Number 1 pencils are primarily used for things like scoring bowling (the soft lead works well on acetate) or drawing. These soft-lead pencils may also go by other designations, such as "B" for "black."
Number 1 pencils don't seem to be very common, but despite their scarcity, these second cousins to the famous number 2 do in fact exist.
There's a trade-off between hardness and darkness (in pencil leads I mean), and the #2 is the best compromise for most purposes.

pencil lead is rated from 1 to 4 based on hardness (#1 ist the softest.) In between the numbers there are sometimes letters and letter combinations that further differentiate the carbon (pencil lead.) #2 is the historical standard for normal pencil writing and has become even more pervasive because of standardized testing, where the grading machine scans the placement of the little graphite dots.

Not everyone in the world calls their pencils #2 etc. I think most of us use HB (hard black) most popularly. We also grade our other pencils to degrees of hardness and softness. 6B is very soft, 4B less soft etc. Grades of hardness follow the same pattern. I'm not sure if there is a 6H, but if there is it would be very hard.
