Honestly, the best thing you can do is not try to loose 15 pounds in a month and instead try to loose 3-5 a month for 3 months. The reason why is pretty simple, most people who go on crash diets to loose a lot of weight quickly will end up gaining the weight back (plus even more) as soon as the diet ends and end up weighing even more than before. The best way to loose weight is slowly.
As for how to actually do it, there's really no secret, try to exercise more and eat less. This doesn't mean to start running 10 miles a day and trying to exist on an apple and 4 ounces of rice daily; try to start easy, cut out desserts, eat smaller portions and try to get at least 30 minutes of physical activity daily.
As for a goal, I would say that at your height, you should weigh less than 150 pounds, but take your time getting there and you have a much better chance of staying.

You can also eat vegetables and salads with any meal, they dont have none or little fat). 30min cardo exercise every day. Any of these(examples: walking, jogging, swimming,running, biking, ect), Monday cardo, tues upper body (arms: curls, tricep extensions,pull ups, front press)(abdominals: leg pull crunch, leg raises), (chest: bench press, butterfly, pullover)(shoulders: front press, arm pullover, cross county skier machine)(back:seated row, lat pull downs, back extension)(YOU DONT HAVE TO DO IN ONE DAY, mix it up) wed cardo, thurs lower body (legs: leg pull,leg press, squats, lounges) fri cardo, sat upper. Sunday eat anything you want and dont exercising, you do this on sunday so your body doesnt go into starvation mode. YOU NEED TO TAKE SUNDAY OFF. If you stilck with this you will have a great body. also drink aleast 8oz of water daily! Stay away from Mcdonals, Wendys, ect because there is nothing good for you on the menu's even the salads are bad (beaon bits, cheeze, dressing, ect) Good Luck :)

I'm 5'5 too and I weight 97. If you want tips on losing weight, I would recommend just the basics. Always trust the basics. DECREASE CALORIC INTAKE. DRINK DRNK DRINK WATER. And move around, ALWAYS. Every 5 minutes just stretch something in your body. Keep active. Strech before sleeping. Stretch after waking. And just drink LOTS of water and hot tea! :) Good luck!
