Never seen it happen but I know a lot of K9 handlers and two of said they did for two reasons, it keeps the dog focused and it bonds him with the handler. Did not want to know any more after that.

No, it is not true that police dogs are masturbated whilst training in order to earn their trust. My uncle trains police dogs for a living and he says that that is just a myth. In fact, he mentioned to me that trainers try to avoid pleasuring the police dogs in any way because it builds character.

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/CQgEF
If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.
It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

I have read inThe Indian Kennel Club magazine that good quality dogs are masturbated in order to collect their sperms for artificial insemination and not for earning trust.

Yes up to a certain amount. Where there is many many police dogs they do not need to masturbate them. If they have only a few polie dogs, some of them will masturbate the dogs.
