Chatting with other people for good reason is ok. It is not a sin.
If it contains bad words...it will only makes his fasting less good than it suppose to be.
Fasting is 'break' only if u eat @ insertion of any kind of things thru any opening in the body(including sex).

about chatting the answer is NO,but about bad words it's YES,cause you know it's not only fasting of food or drink it's fasting from saying bad things or insulting or hurting any body too.so you can talk without using bad words,and this always not only in Ramadan.

it is preferable you don't enter chat room with that kind of language. There is nothing wrong if you enter a chat room where the topic is clean and nothing immoral. Fasting is not just staying hungry and thirsty. It is the spiritual part that is very important. So you know what is best.

chatting, speaking and conversing is allowed -- but in Islam -- whether it is Ramadhan or not one should NOT USE FOUL LANGUAGE.

chatting wont break ur fast.. but u shud avoid talkin abt USELESS stuff ,, since in the Quran it is mentioned that the successful muslims r those that abstain from useless stuff!!!
n avoid sayin bad words .. even when u r not fasting!!!
