You can call the VA from anywhere at 1=800=827=1000. It will put you in touch with your closest one to your area. I work with the VA all of the time. I am a volunteer driver that transports Veterand over 150 miles away each week to see their VA doctor. Contact Eligibility and aslk them. Thank you soooo much for serving. No, it's not AR 670-1. Awards are governed by AR 600-8-22.
Whenever you have a serious question about awards, the best thing to do is get on your AKO, goto the HRC website and run a search. You will either find a relevant MILPER message or a Memorandum.
The cutoff for the issuance of the OSR was 3 February 2004. After that, it transitioned to the KDSM only. Here's that Memorandum:

And here's the official HRC policy on the whole KDSM/OSR muddle, effective 19 April 2005 (check Page 4):

In short, if you got the OSR in Korea before the 3 February 2004 cutoff date, you get to wear the OSR and the KDSM, but only under that condition. Yes, Q-burt, that means you get to wear both. HRC says so, since you were present in Korea during the cutoff. And that means your OIF tour counts as a second award of the OSR.

If you have served in Korea before the KDSM was approved, then you wear the OSR. If you served in Korea after od during the introduction of the KDSR then you will wear the KDSR. I was in Korea when the medal was introduced and had to pin it instead of the OSR. I deployed to Iraq from Korea and because of my 12 months in Iraq, got the OSR anyway.
Bottom line, right now, you only get the KDSR. I'll post a link for you soon....gotta get my day started.

heres the facts you can where the Korean Defense Service Medal and the over seas medal if and only you served in korea before the Korean Defense Service Medal came out, becuase troops were awarded the overseas medal then the korean one came out now you just get the korean one.

I'm not for sure about the publication, but as long as you served your tour of duty honorably, then you should have the overseas ribbon as well. I have never heard of them saying you could only wear one or the other, only with UN medals and the GWOTSM and Iraq/Afghan medals.

i think that the requirement for an OSR IS serving 6 months or more overseas. You can even get it if you have been deployed for at least 6 months. Go to AKO and type it in, I'm sure that something will pop up.
