I've looked up a lot of sites about this program, including the two below.

http://www.consumeraffairs.com/news04/2006/06/ia_people_to_people.html

http://www.ripoffreport.com/reports/ripoff5572.htm

Judging from this site, I would say that many people have been happy with the program but others have had horrible experience.

From what I can tell, if this isn't a scam, it's pretty damn close.

It seems to be a way to recruit students and parents to pay for a program. The price isn't high but there are cheaper programs.

The duplicitious aspect is that the program implies that the program is free, and it isn't. It also implies the program is selective and that you have been awarded some great recognition.

I am sure you deserve some recognition and all the encouragement in the world, but I think this program is appealing to the pride you and your parents to make you think you have been singled out for an honor when they really want your money.

You will have plenty of time for real honor and recognition.

Remember the old adage: if it sounds too true to be real, it probably is. If I were you, I'd contact the Washington state BBB as well as the one in your own state. See what they have to say.

There are allowances for this, but as I know, you have to pay for your fare, for accommodation the program will find someone to adopt you in your stay. Check the net for the international exchange of students.

If you're asked for money, run, and run fast.
