Since this is in the computer section of yahoo answers I assume you mean the ones related to computers and not air fresheners. Plug-ins are like little helper programs that help another program function better. For example, Internet Explorer all by itself is a pretty good browser, but it only lets you do pretty standard things like look at pictures, read text, but with a shockwave plug-in you can play fun games.

Depending on what type of plug-in, it generally file that adds additional functionality to your software, browser, OS, etc. You really, have to be clear on what type of plug-in for a better answer. Please be "EXTREMELY" careful when running browser plug-ins. Know the source of the file or addition. Some plug-in's claim to add additional functionality, tools or effect, however in the background they actually add in Trojan's, spyware, viruses, etc. If this is a software plug-in, to add-in tools, for something like Adobe, Microsoft or some other application, do a quick search on the net for more details about it.

Firstly, the spelling for 'plug-inns' are 'plugins' and 'plug-ins'.
Plugins (mostly .dll files) are extension files that adds more funcionality to specific app. Example: Adobe Flash player plugin for Firefox.

if you are talking about web browser plug ins, they are augmented libraries of code that you need to run certain enhanced types of websites like flash on browsers, they can be dangerous, so only install ones from sites you trust, or beware the spyware and virus consequences, on macs too

you need to be more specific, in multi-media it enables you to view different type of media,for browser's it is different add ons,etc.
