Its againist the law to sell USMC Issued MARPAT to civilian from what I heard...
But how do these stores get undetected? Or is no one reporting them? Are these even real?

I'm sorry for not explaing that, MARPAT is MARine Disruptive PATtern, its used by the United States Marine Corps. for camo.

Issued gear is not supposed to be sold to the civilian community. The MARPAT pattern is copyrighted and only used for actual Marine Corps uniforms, however, many companies make a their own version of the MARPAT pattern. A know of more than a few stores who sell shorts and t-shirts with this type of pattern.
The first website you listed states that these are irregular uniform items, meaning something is wrong with the pattern or cut of the clothing. The second site, marineshop, is an actual store in Quantico, Virginia (in the base). I have purchased items from this site, and if I remember correctly you must be a servicemember to purchase and provide personal information (such as SSN) to confirm your military status.

the first shop clearly states that their uniforms are manufactured by several companies. these companies are civilian organizations, so the MARPAT's aren't authentic, just good reproductions. The second store doesnt even discuss, and i don't want to try, but registration for purchasing there MIGHT require proof of being in the military... i know shopping AAFES does... either way, i doubt that either store is selling authentic MARPAT's to civilians

I don't know for fact, but I would guess that it is illegal to sell actual issued articles vs. new manufactured. I didn't see the website claiming that they are "authentic" USMC issue - just "new issue" suggesting they could be a reproduction or "replica." I don't think I'd be too worried about purchasing. You could probably call your local recruiter's office and ask.

If the marines use it, than civilians should not get their eyes on them because who knows what the civilians are up to? I think it's illegal.
