I think you're right when you say it's a concept. Free will itself is a concept as it implies that people can control all their thoughts and decision making. When closely looked at, they can't, and neither will computers.

Even if you had a computer that had (fuzzy logic) 3 state logic, all possible results could still be mapped out!
You may get a computer on the level of even a ape, it still (like the ape) would not have free will!

the computer would have to have rules so therefore it wouldnt be freewill because there is something thats stopping it from doing certain things.

i always thot that if human created artificial inteligentce and it got free will, it ill one day realize they dont need as and destroy us.... i mean wat an we do then? the are better smarter, EVERYTHING
