Just because he's a pastor doesn't mean that that's where God wants him. There are any number of people in ministry who seem to treat their position as more of a job than as a call from God for their lives. If they're treating their position as just a paycheck and not as a divine appointment, this kind of think is all too possible. Of course, if God HAS called your pastor to in fact be a pastor, he'd better make sure he gets his focus back on God--or else all hell will break loose. Congregational discipline is definitely in order, as Jason M. said above.

Leading a community is no easy task and a great deal of people skills are demanded every day. Flirting is natural posit of charisma and without that all-needed charisma no-one will follow you. Do you think that a collar about the neck or a rabbiniate entitles one to be respected and followed? You have to woe the people, even charm them. Of course there is a line and this is harrasment, but this does not seem to be what you are describing here. Flirting is not always about sex, it is also about linking with other people and this is needed in a religious community.

Is he born-again?Sometimes,just because someone operates under an office of a pastor does not mean he is born-again!
One of the works of the FLESH is:
Licentiousness-includes flirting and seductive touching and all that.Sometimes the pastor does not realise that he is actually not behaving correctly.But in most cases, he does.
The ONLY thing that can change his heart is the Word of God...Someone needs to preach it boldly.When I say preach it, I mean by the Holy Spirit and not just giving information of the bible.

well if he is truly doing wrong then u should talk with the other members of the church and u all sit down and talk with him and if he dose not apologize and stop then he should be released from his duties as pastor.

What's your question? You need to tell the elders of the church or whoever the authority might be about his behavior.
The women are 'afraid' to speak up? Afraid of what? It is their responsibility to speak up.
