'Fu Manchu' is actually an evil Asian character (from TV, movies, etc.) that sports a distinctive long and thin mustache that hangs below his chin. He also had this distinctive high-pitched, whiny voice. Think 'Oriental Dr Evil' from back in the day.

Dr. Fu Manchu was a fictional "evil genious". The Manchu part came from the fact that he was, well... Manchu (from Manchuria). As the others have said, the mustache is long, pencil thin, and hangs below the chin.

you are correct it is a type of facial hair , a mustache one that is well trimmed which grows to the edge of your upper lips then straight downward to your chin but very thin in width.. like the mustache Charlie chan wore in his movies.
