Freaking tests. If a relationship has potential, it doesn't need to be driven by one party and tested by the other. Women blame men for being left behind, but maintain a 19th century view of relationships.
A smart way is something natural the the character of the relationship. Some that is comfortable and fosters greater bonds through conversation or an interesting experience. You either want to be talking or a date or have something to discuss after the date. If dating is meant to get to know each other, choose a venue that forwards that objective. If the objective is to get a girl into bed as quickly as possible, you're hooking up not dating.
These stupid games women play are just silly. Some girls will sleep with you if you spend enough money on them. We call those girls hookers.

Say "Hello. I would like to know if you want to go to a movie with me tonight?" or "I was wondering what you are doing this Saturday, because I would like to take you out to dinner. I heard of this great ____ place, and thought we could try it out. What do you say?"
Be sure to give her some notice before the date. It is rude to ask for a date the same day as the date. And if you tell her you will call her after the date, by all means, CALL. Just be yourself and try to relax. Have fun.

There is no "smart" way to ask a girl out. If she likes you.. she'll like it no matter how you ask her... even if you shouted it from your passing vehicle. Tell her that you would like the chance to get to know her better and ask her if you could take her out to dinner. Make it simple on the first date.. anything that can get you guys to talk. Let her get to see the reason why she should say yes to the second date!

Be yourself and act like it is no sweat if they do or don't except your offer. Find out what she likes to do or what event she might be attending and offer to meet her there. Shopping, the mall, CD stores, library, etc. ask her to grab a bite with you afterwards. Listen to everything she says and pay attention!! Look deep in her eyes and smile a lot! Tell her at the end of the night that you would like to see her again ask for her #.

Strike up a conversation with her, lead the conversation to something you like to do, like going to the movies. Find out what movies she'd like to see and say "hey, I've been wanting to see that movie too, we should check it out together". Good luck. Hope she says yes.
