No.
Fuel is fed into the car so that you can drive it. Even if it contains alcohol, it can't be used as an intoxicant. Its use is only in driving. That's why it isn't Haram.

Not sure, buying anything alcoholic IS haram, but then again, your not drinking it. I don't think so. If you think about it, then almost everything has some little bit of alcohol, say...grape juice. We drink grape juice, and there's alcohol in there. But that's ok.
