How can I tell a girl that we need to hang out without actually saying it or sounding needy? I've already asked her if she wanted to hang out twice now (over a week or so period) and she was busy both times (but is still interested). So no, just asking her hasn't really worked. I want to try something clever, and none of that bring her flowers stuff, etc. stuff.

Plan an atmosphere, place and time. If the atmosphere is casual and approachable she should accept. A place and time shows that you are taking inititive and can control that atmosphere to some degree.
Specifics depend on the exact situation, but if you want to "hang out" suggest a hangout spot. Starbucks can be a winner or a local coffee house.

why do you "need to hang out". if she doesn't think that's needy then she's an idiot. I'm freaked out by it and I don't even know you.
Why don't you just say let me know when you can hang out - call me. When she doesn't call you, then you get the hint.

no you need to ask her out once more and tell her you will be moving on and not asking her no more ,dont push yourself on her ,let her ask you now you let her know you are interested already sit back see what happens ,let her see you with another girl ,if she is interested you will really find out this way .

Well depending on how old you are write her a letter a really sweet letter cordially inviting her to dinner or somesort of place and put it somewhere that she will see it, like for example, her front door, mailbox, locker. If you know she wants to go, maybe she is looking to see and testing to see how much you really want it to happen. I'm sure it'll work!
