Jesus answers just that (kind of a) question when it was asked of him in Luke 13:

The bible states that God is in control of everything.
That means everything, including the devil and the weather.
If you had asked why he allowed this to happen, I do not know the big picture, I only know that God sees the big picture and knows what he is doing and why.
A two year old does not see the danger of a busy street. We do.

No places are particularly evil - otherwise you could ask --how come HE did not wipe out that Brothel, or whatever!
Similarly, wonderful people have pain and die like everyone else.
