My hubby is working as scientist in Govt Sector USA, but he has an option to join in Govt College right now. But there is no research option (either moderate or little) if he migrates from current post also once he resign his current position it is almost impossible to get again.
Your critical suggestion should be more appreciated

The main consideration in contemplating a career shift is what is the main motivation in such a shift. I know people who were University professors with lesser pay who opted for the Labs with more pay and perks but regretted it later as the stress of the result focussed and unrelenting pressure to produce profits started to tell on their Health. I also know folks who were comfortable with the high stress but result oriented life in the Labs but yearned for the relaxed and much more emotionally satisfying job of sharing knowledge and facilitating bright young minds to discover their potential. If your hubby has already accumulated his Nest Egg and is looking for opportunity to join Academia please back him up. Without your full emotional support his life will become a hell.
If you are apprehensive that the reserves are not adequate to ensure a reasonable standard of life for the family and for educating the children to their potential discuss the matter with him in a dispassionate way. Perhaps he has some convincing answers.
No Scientist or Professor can succeed to optimum potential without the unqualified backing of their family.Many outstanding careers were doomed because continuous nagging by a dissatisfied spouse unsettled their focus on tasks at hand.
Professors with past Research experience are sought after by the Universities to take up Research Projects either to boost the university funds or to raise the prestige of the Department concerned. Often the stipulation that Research opportunities cannot be guaranteed is done to discourage those who are not serious about teaching. Chances will definitely come in search of him if he was spending his lab time productively.

I think as a scientist,atleast much safer than college atmosphere.

Wait... wait until he is very sure he has found the position he really wants. Stay with government until he is sure.

He has got the choice. He will regret to be a Professor.
