that's more competitively priced to purchase a sparkling shoe lace at Walmart. yet in case you truly favor to maintain the shoe lace, you could wrap white sewing thread around the right and canopy it with sparkling nail polish.

Those are called aglets. I've never seen them sold separately. I would try a shoe repair store.
