Seriously. Je is "I", ne and pas together mean "do not", and sais means "know"

(actually, I'm not positive on sais, but that is the gist of the saying)

Translated it means - I don't know.
It's sometimes used instead of je ne sais quoi. Which translated means - I don't know what.

Usually used when referring to someone who has a 'certain something', but you just can't explain what.
As in - She has a certain je ne sais quoi I find appealing.

Yes, most everyone knew it, it means "I don't know".

One was wrong, saying "I don't understand", but that would be "Je ne comprends pas".

To the first replier: "sais" is the declanation for the first person (I, french je), the infinitive is savoir (to know).
