You need an encoder, by definition mp3 are already compressed files. Just re-encode at a lower bit rate.

Jodix free wma to mp3 just keep on lowering the bit rate until you get the best sound thats what I do.

download musicmatch basic.
go to file
convert

then choose your mp3 and reduce the bitrate. there you go

why would you want to compress mp3? lol it's already compressed :)
