First buy Black body suit with long sleeves,Go to Party store or Joke store or Halleween Costume store,Thry sell the ears already attached to black headband,you usely can buy kit with,ears,tail and blak bow tie,For about $6:99-$10:99!Now use safety pin on tail,pin it to black long straight leg pants,the new skinny ones will work awesome,you can buy at Old navy for $34:50!Now were black ankle socks with black Flats,If its cold were you live get small black leather Jacket to wear also,Borrow one!For your face,give your self Red Lipstick,Draw a round [fill in]circle of red lip stick on tip of nose and then use black liqiued eye liner to draw cat whiskers,{about3-4 on each side]!Also use eye liner on eyes and jet black mascara and draw Rosie cheeks on your face!now Go have fun,Good luck,Hollywoodp.s. Inow because I was A cat # yrs. in a roll!{for my kids,when I took them Trick-a-Tricken!

You can get the little headbands with ears on them for a few bucks at Target. For the costumes, wear a black leotard, leggings, maybe a black turtleneck. You can also get the tails at Target-- not much money. Use black face paint & do a dot for a nose, and make little whiskers on your cheeks.

just buy a regular headband and make your own cat ears when you are making the tail you just get a piece of material in cat print for the tail and use a wire hanger inside to make it bendable and you can fill it with the stuff you buy at the craft store to fill pillows and such

could u glue felt ears to a headband? $0 cost.
could u stuff a stitched tail w. newspaper? $0 cost.
could u dress in a solid color head-to-toe? $0 cost.
do u own sweat outfits w.o. stripes? black or white? $0 cost.
can u go to a party store and check out make up kits? buy that! go home...copy that! it's worth it! my trick-or-treaters win every time! best costume $200 or more!
think about clothes u 2 will be outgrowing anyway... cut them up for outfits!

The headbands will be under $4.
Make the tail out of black material sewn simply over a tube of cotton.
Wear black leotard with black pantyhose or tights and ballet shoes.
Paint on the whiskers.
Eat a lot of candy. :)
