Tell her to just let nature take its course. By 15 or 16 she will probably be taller. Do you watch women's tennis? Have you seen how much Maria Sharapova has grown in the last year or two and she's just turned 19. She's now 6' 2"
At your sisters age it should be easier to deal with being short, rather than being the tallest one in a class. Can you imagine the teasing comments nasty people would make. Tell her the boys love the petite girls!!!!!!

Only a doctor can tell for sure. When I was 14, I was in a car accident and had an x-ray of my lower back and hips. The doctor was showing my mother some white lines on my bones in the x-ray and he said based on that I was fully grown. He turned out to be right. I guess they can tell by the bones sometimes if there's room for growth or not.

Uh.....no: she's only as tall as such allowed by the mystical code of genetics: which activated the very second she was created and has been running ever since.....and will keep running till....well....you get the idea.
There are, however, "height enhancing" shoes she can try on. Today, such shoes are so clever in design, no one will notice the high heels.

she is still growing, girls usually stop growing around 18.
Check the height in your family, if everyone averages the same height, then she'll be around that height too.
