Guys are complicated.
You can't MAKE them ask you out per se, because in the end, it won't feel like it's worth it. And it all really depends on the type of guy. If he seems friendly, try hanging out with him more often. If he seems rough around the edges, he won't end up giving you a good relationship.

be very nice and compliment him one moment and then the next day pretty much ignore him. it's all about giving him something he wants and needs and then taking it away. he'll be surprised how much he misses something he didn't know he had.
