Adobe Photoshop its expensive but its the BEST editing tool out there . For whitening teeth you would mask the area you need to alter then reduce saturation till any yellowing is gone. (about a 20 second fix)

Depends on whether you're talking traditional media or digital. If digital, I use Photoshop's Dodge Tool at 50% exposure. I touch up little by little until I think it's on the verge of unrealistic. I also use it to touch up the whites of eyes.

picasa is a Google's photo software. It's what should've come with your camera.
It can Edit , organise and Share you picture and small video flips.
It's very easy to use and is free, just like Google

I'm assuming that you have a digital and some kind of photo imaging editor? Have you tried increasing the brightness or contrast? It works for me when I want to bring out shadows, color, light, et cetera.
