define "stares" For how long? Because there is a fine line between making eye contact to let someone know you're checking her out and like what you see and making eye contact that says i'm going to kill you and cut up your body with an axe. Try not to drift into that second area. How bout a quick look and a smile to go with it - maybe send her a drink - if she responds well to this - go talk to her - if not, you're only out 7$ and you didnt frighten anyone into calling 911

Well I like it when a guy looks at me, but in a way that shows that he's looking at me because he's interested. I love it when guys look at me and smile so do that before approaching her. This will give her a hint/sign that you like her and it'll flatter her.

absolutley..it gives them time to either disregard you or prepare to conversate with you just in case you approach. If a girl has a chance to feel comfortable before hand you increase your chances.

Yeah,it's usually good to make sure she sees you before you approach unless you are one of her closest friends.

If you stare too hard, that usually creeps us out...Smile and then approach us...Much better.
