At a flea market in Weatherford Tx a sign reads ; USDA certified puppies. I thought USDA was only food.

Many commercial breeders are USDA inspected.

If PAWS passes, ALL breeders will have to be USDA when the numbers are dropped (and the ARs will make sure of that). It will stop almost EVERY show breeder as only the commercial type breeders will be able to comply with the strict regulations of the USDA.

Search through the AKC website (akc.org); see if AKC will allow someone who is registered with the USDA to register as a breeder on their website. You will answer your own question. Keep searching through various search engines and you will learn more than you wanted to know and none of it good.

.....and, not that you would, but PLEASE: never, ever buy a puppy or a dog at a flea market or a pet store. Please only purchase through reputable breeders who provide references or adopt through various reputable rescue associations, SPCA, Humane Society, etc.

ADD ON: Look at all the "thumbs down" on this page! Must be a lot of puppy mills and backyard breeders reading this page. Seriously, this USDA thing needs to be stopped, else the ONLY ones breeding dogs, as mentioned by the person below, will be dog factories, rather than the private breeder who concentrates on ONE breed and breeds to standard.

This means they can buy & sale over state lines.
