i don't know..but it is really good advice

No, of course not. People will still be rowdy without saying a word. They'd just throw stones at windows, puncture tires, set houses to flames, run amok with that big bolo, run for a government office, and kick anyone within reach without saying anything. I made a mistake once of being late for a very urgent meet without saying a word. I just lazily stayed in bed longer when I should have not. To have an unrowdy community, short of releasing a plague, take everyone out of the community and replace them with dead men walking.

Highly doubtful...You can actually understand exactly what that is saying....unlike most of Confucious' sayings....
