They should be used whenever the vehicle is a hazard or causing obstruction to normal flow of traffic. For example, you will notice that large trucks will put on their flashers if they are in a mountainous area and going significantly slower than traffic. You should use flashers whenever you are stopped in a manner that will obstruct or impede traffic, also it is a good idea to use them whenever you are on the side of the road, to alert other people to your vehicle, sometimes people will space out, it gets their attention.

think of this word.."emergency". If it is not an emergency do not use them...they will run the battery down fast. If you are just stopping on the side of the road for whatever reason it is not necessary unless it is heavy traffic so people can see you.
Even if your car stalls...if you can get it to the side of the road don't use them. if you are in a traffic lane of course use them.
Other times people use them as they are going to the hospital or something...don't do this...it will only confuse other drivers...if you are in route to the hospital or somewhere else and you consider it an emergency...use this rule...even ambulances and fire trucks do the speed limit...they just use their "flashers" as a warning to other drivers that it is an emergency and to get out of the way.
So do the speed limit...don't run stop signs or lights...and if it's that big of an emergency...call 911

They are technically called "Hazard Flashers".... so just go by the name... at anytime there is a "vehicle hazard" use them. (Flat, stalled, out of gas) Or if you are impeding traffic by driving slowly or pulling something. I've used mine in several occasions whenever going somewhere in a emergency situation... (No, I'm not playing "cops and robbers" )

Here in Nevada. If you are say driving with a flat to the exit or side of the road. Yes. If you are on the side of the road. Yes.
If you are waiting for your Friend to come out and you are double parked. No
If you have an emergency . YES

tail lights not working...
brake lights not working...
stopped in a location that could potentially lead to an accident...
sudden traffic backup to warn drivers behind that they need to slow fast....
