If I went to college and graduated from a "Certificate" program as a technician of sorts is that considered an undergraduate program.

No. A certificate is the lowest level of college training. You are better off going for an associate or bachelor degree from an accredited college.

Two years of college-level work would be considered undergraduate work, but a Certificate would be not be considered a Degree. A Certificate indicates successful completion of a two-year program. An undergraduate Degree would indicate successful completion of a (four-year) program resulting in a BA or BS. If you continue past that level, you could get a graduate degree (MA/MS or PhD), and there are those who do postgraduate (or postdoctoral) work.

No. A certificate is not considered a degree. It is a specialized course in which you recieve knowledge for a specific profession; most of the time in trucking, child care, etc., in the shortest amount of time possible. Most can be accomplished in about a year or so. Sometimes less. To achieve undergraduate status, you would have to be currently enrolled in your school for a specified degree, or have attained an associate's degree.
