Put heavy duty foil over the dirt and spritz the that and the lower leaves with a diluted pepper solution. The combination should work relatively fast to prevent the cat from getting in, but don't remove the foil for a couple months, except to water the plant. Many cats will revert back to the behavior if they don't get enough time to really process that it's a no-no. Continue the pepper spray a little bit longer than the foil.

Try laying stones or rocks on top of the dirt. If that doesn't work, cut a circle of cardboard a little larger than the planter and cut a slit from the outside to the center and slip it around the plant. Keeps cat from digging and helps stop evaporation.

Put some aluminum foil around the base of the plant. Cats don't like the feel of foil on their paws and you can either remove the foil when watering or punch some holes in it. After the cat loses interest you can remove the foil and she won't bother it anymore.

This might sound like really mean but it works that's how we got our cats to stop what you do is you but like a spray bottle from wal-mart or something and everytime the cat gets in the plant squirt them! Not more than three times though then they get really pissy!

Take some strapping tape, and make it criss-cross over the top of your plant pot/s. This works to keep mine out. Best of luck.

Orange peel on the top. Cats always smell before they dig and they don't like the smell of citrus.

cats do not like marigolds, set these around your garden and the cat wont go near it. there is also sprays of cat pheramones that are sold at petstores that say to the cat "i dont go here anymore" you'd have to spray it for a couple months but it works
