Use rollers. I don't know why you don't want to buy a curling iron. They are very inexpensive these days. It would work the best.

Use Herbal Essences "Totally twisted" shampoo and conditioner. Then , while hair is still wet use a product called "FX Curls Up," which comes both as a sort of goo substance and also a spray. Flip your head upside down, and start with the gooey stuff, running through your hair like you would the gel, but sort of rubbing it in and scrunching instead of pulling hard on your hair. Then spray it with the curling spray and scrunch your hair using your fingers. (But not too much curling spray because it makes your hair crunchy instead of soft and curly. The gooey stuff alone will give you soft curls, not at all crunchy, but is not as effective as if you use both).

BTW, do NOT brush your hair when you get out of the shower. This stuff has to be done while your hair is wet. Brushing it will undo any natural curl you might have.

towel dry your hair
part it and comb any knots out
apply a hanful of mousse to your hair
scrunch your hair
apply Aussie Sprunch spray
scrunch some more
scrunch about every 15 mins for about 5 seconds on each side until your hair is dry

A curl that lasts
and if you want to refresh it, spray some water in your hair and scrunch some more. This works for curly, wavy and even straight hair, especially for people's hair that doesn't hold curls from a curling iron

Okay, here is the cheapest way to get tight curls. Take stiff paper like doubled up newspaper and roll them into heavy strips. This will take a while. Then twist damp hair tight around the paper and tuck in or twist the ends. When the hair dries, you will have nice tight curls. Just make sure that your strips are nice and thick and long enough to hold your hair.

If you have really straight hair, its often very difficult to make it curly. My cousin has dead hair and what she does is make sugar water and a tool shaped like the iron, and wrap the hair around the tool with the water; and spray. Hold for a minute and let go. You should turn out with huge curls.

You can put your hair in two enormous loose braids while they are damp. Or you can use the old trick of using strips of cloth to wrap small sections of hair in.

But why no curling iron? Unless you have a money issue, a curling iron is an awesome tool. Or if you would prefer - hot rollers work well too.

Redkin makes a great product, but any product will only work if you have some curl or body already.

keep the faith, when you wash , run fingers through your hair, then apply, fructis style super stiff gel, while still wet. hang out a while and let it dry, it will still look wet. if you have curly hair already this works, if you have straight hair, you have to use thickening conditioner...

a curling iron is probably best thing you could get...for like 15 bucks you could get one at Wal-Mart/Target....maybe less than that, curl your hair with it, then maybe spray a little hairspray on it...that might work

with wet hair curl small sections of your hair around your finger into flat circles and bobby pin them down. when your whole head is covered in these circles, blow dry your hair... make sure that your hair is completely dry before removing the bobby pins. then spray your hair with hair spray. it works, and its convenient.
