That is a bit too ambitious. Here are some aggressive but realistic suggestions from my 360 Blog of September 10.
Don't target losing more than about 2 lbs per week. If you try to lose faster, your body will go into "starvation mode" and get very stingy about burning calories while at the same time very efficient about storing any calories that you do provide. And it will make you feel awful.
There is no site specific way of losing fat... the old myth about working your abs to burn belly fat isn't true. To get rid of love handles, you need to lose overall fat. That happens with exercise and watching your diet. More on that below.
The most effective way to lose fat is aerobic exercise in the "moderate" fat-burning range, ideally first thing in the morning before you eat. When you wake your body is ready to burn fat and your levels of growth hormone are highest at that time. Later in the day it can take up to 30 minutes just to put your body into a fat-burning mode.
Another overlooked way to burn fat is by lifting weights. Skeletal muscle has very high caloric needs... almost twice that of adipose (fat) tissue. Put on a little muscle and you will burn calories all day even at rest. Be aware that skeletal muscle weighs more, so with this approach you may see your weight increasing while your body fat is melting away. Not realizing this often stresses folks who think they should be losing weight as a measure of fitness. Forget the scale, look in the mirror and you will be happy.
To lose a pound of fat, you need to eliminate about 3500 calories. You can do this by burning more with exercise or by modifying your diet to reduce intake. If you do a Google search on say, "swimming calories" you will quickly find a website with tables of calories burned for a given exercise. You can use such lists to estimate how many calories you are burning up with your routine.
For diet, keep a diary for a couple of weeks counting calories, grams of protein, and grams of fat intake. It is easy with online sources of nutritional information (type the name of the food and calories into the Google search engine) and packaging labels. That will let you quickly figure out where the fat is coming from in your diet.
Fat gives you 9 calories per gram. So take the number of grams of fat, multiply by 9, then calculate what percentage the fat calories are of your total daily calories. Restricting the calories from fat to about 20% of your total intake is ideal for a maintenance diet... that isn't overly restrictive. Of note, you need some fat in your diet. For instance, the body uses fat to produce hormones. Once you have a picture of how to modify your diet, you can drop the diary and just go back to it occasionally if you are wanting to tweek things further.
There is a subset of questions that goes further and asks about "How to get a six-pack?" The answer is the same. Six-packs are 20% abdominal exercise and 80% diet. There is one caveat... abdominal muscles will form in the position that you work them, so be certain to pull them tightly toward your spine while doing crunches, etc. Also, during most lifting, the "core is active" which means that you should be stabilizing with contracted abs then too. Fail to do this and the abs will form, but bulging outward and the result is not attractive.
If you are trying to build muscle as a way to lose fat, then you may need to increase total calories and specifically your protein intake. I target about 0.8 g of protein per pound of body weight each day when actively building. That is far more protein than most people need in their diets.

Success will depend on a few things.
Don't cut down on food, always eat well. But changing your diet will help. Instead of having a packet of chips for snacks, chop up some carrot and celery and snack on that instead. Raw salad vegetables are great for snacks, and if you're not into the raw vegies, and want something sweeter, go with strawberries and bananas instead. This will ensure you're still getting the vitamins and minerals you need, without starving. And really, does any snack taste better than strawberries. MMmmm I should think not.
For main meals I highly suggest fish, boiled vegetables, steak... Foods which are low in preservatives, not combined with excessively fatty side dishes, but will still keep your protein up. Fish is probably the best meat you can eat. Lean Beef is also good for keeping your iron levels up without so much fat.
Buy your meats from a butcher or seafood market, as these are fresher than the ones found in supermarkets. Butchers are also very knowledgable about their product and will be able to suggest different kinds of lean meat to suit what you plan to cook.
Exercising is also very important. Go for a jog, bike ride, swim, or even dance for 2 hours a day. It's not easy at first, but sticking at it will show you good results and improve your overall health (especially your heart, blood pressure, and lungs). You might find that after just 1 week your stamina has improved to the point where you want to exercise for 3 hours instead of 2. When exercising always keep your fluids up with fresh cold water.
Eating healthy is very important when exercising, because if your body doesn't have the nutrition it needs you will suffer things like muscle cramps, dizziness/passing out, and mood swings. This is because you're putting your body through stress that it is unable to cope with given the lack of energy provided by crappy food.
The best advice for losing 20lbs in 3 weeks will come from a pharmacist, doctor, or fitness instructor. This is because your weight loss routine will vary depending on what is causing your weight loss. Options can include weight loss pills, a specialised fitness routine for targeting certain areas of your body, and high quality nutritional information. Pharmacists or fitness instructors can also advise you on where to find weight loss food products and suppliments.
Exercise and eat healthy and you should get there.

You don't want to lose it "fast" but 20lbs in three weeks does seem a wee bit excessive; to me anyway. I lost 12 pounds in 3 weeks once. All I did was cut fast food out of my diet, and hit the gym every other day for two hours straight working mostly on cardio.
The reason why you don't want to lose weight "fast" is because your body'll have a hard time adjusting to the sudden changes and it'll revert back to whatever weight you were at, and sometimes, you'll gain more weight. It's better to lose weight slowly. Some people say half a pound to 2 pounds a week is a good starting point though.

You can only lose two pounds of fat a week, but you might be able to loose five pounds or so in water. Maybe more if you already retain a lot of water. The best way to get rid of water is to take over the counter water pills. You can get them near the laxatives in the drugstore. You MUST still drink eight cups of water daily, even when you're trying to shed water. Water pills can severely dehydrate you and send you to the hospital if you don't follow the directions exactly as they appear on the box. You also must replace the magnesium and potassium that water pills take away. You can do this by having a bowl of whole wheat enriched cereal like Total every morning with some non-fat milk. You also must eat a banana, orange, and a green leafy salad with tomatoes, olive oil and vineger every day that you take the pills (you should already be eating these food items every day during the three weeks).
ONLY take the water pills during the third week as a booster to your diet at the very end, as you should not take them for longer than what the box says- I think that's up to six days. Water pills in excess can kill a person.
Also cut out of your diet sweets, white rice, desert, bagels, soda (all kinds), pasta, fruit juice (calorie-dense) and alcohol. If you must eat bread it should be 100 whole wheat bread and only two pieces a day. You could also replace on of those pieces with a half cup of brown rice. So that's a bowl of Total and two pieces of bread each day. Make sure you put a very thin layer of butter, mayo, or cream cheese on the bread to make it taste good. You'll cheat if you don't.
Three servings of protein every day as well. A serving of protein is one egg, or a small container of yogurt sweetened with Splenda, or a tablespoon of peanut butter, or on of those tiny cans of tuna, or a piece of meat or chicken the size of a deck of cards.
Three cups of fat-free milk every day!
Five veggies or fruits- Banana, orange, the salad, handful of grapes, a cup of V-8
and a multi-vitamin...
I would also eat every day one of those Hershey Bars you can get that has only 1 gram of sugar. They are expensive, but usually will satify a sugar craving.
Do not salt your food! That makes you retain water.
Don't eat these items in normal meal sized amounts. Spread out the items to where you are eating a little bit of it every time you get hungry.
cereal and milk in the morning, a hard boiled egg a few hours later, a few hours after that the grapes, then a bread, then a glass of milk, then the v-8. You know what I mean? Spreading it out keeps your metabolism working right the entire day...
Don't forget about the water! Eight glasses! VERY important

well i'm not sure if this is the fastest way or not, but you will see results pretty soon, and it is definitely the healthiest:
1. stop drinking all kinds of soda
2. stop eating all kinds of desserts (and dont eat a lot of bread and pasta, etc., either)
3. start jogging for about half an hour a day or so
4. no fast food
5. eat salad & other kinds of healthy foods
6. whenever possible, walk places instead of driving

Do not starve yourself? You will just gain the weight back more quickly later. Just eat smaller servings and eat more and healtier snacks during the day. I think they say to eat a little something every 3 hours. This could be a handful of pretzuls or a cup of fresh fruit or a serving of yogurt. Also, remember to excercise. Excercise is very important. If you eat right, drink lots of water, cut down on salt/sugar, and excercise, you should not have a problem.

change your diet, Get ride of Salt and sager in your meals and Drink a lot and eat only none fate without salt, tray Green vegetables and only cooked or boiled in water, no salt with vinegar,
and sport, don't eat anything even vegetables after 6 and only drink water.
not easy but helps don't forget fruits have sugar.

Cut your diet down to healthy foods that will sustain your body but not add to your caloric intake, and start a serious exercise regimen. Stay away from junk foods and sugars.

You won't lose 20 pounds, but good luck.
