Because legal sized paper is used for legal documents in the legal profession. It does not mean the law allows you to use it. So there is no such thing as illegal paper.

Just get A4 paper. It is everywhere. All walmart and target stores sell it. And if you are not in the USA I am sure any school or office supply or major department store has it.
