Depends on the person's tolerance, weight, and amount of time to took to consume the beer.

A few days ago I answered a question made by a youngster
who was considering drinking. In my last phrase I said "now
I will tell something that you have heard many times,
"no drink and drive" then I went on to tell him that "some
drivers can be stone drunk and still drive well whilst others
can lose control of their senses with a mere sip"
That is the way it is, some can drink loads and behave
whilst others can go nuts over a sip off mum‘s sherry!
The same holds true for beer.

One beer has absolutely no effect on me that I can perceive. I still don't drive though if I drink even one beer, just in case. So I guess you could say it changes my behavior in that I won't drive for an hour after I drink it, but beyond that it doesn't affect me.

it depends entirely if it is "1 beer" or the infamous " we only went for 1 quiet beer".....

For the vast majorit of people it does not , but the infortuanate few who may have an intolerance, on medication, it may well change their behaviour.

Yes, but I think it is more a change associated with drinking, but not because of the alcohol in the beer itself.

everyone's tolerance level is different, however
one beer would probably cause limited -at the most-change in behavior..

for me?
not a beer drinker normally....
wine, for me
but an occasional Guinness, or a porter, or a stout is good

One beer can be just the beginning!
If you have a poor disposition, then one will do you in!

If you can drink yourself under the table, have another, another & another until you are totally unstable!

1 beer is enough to have a drink with someone, to get buzzed you need a lot more, to get drunk I need maybe 15
