When I had this issue I bought a small little gift for each kid and the goodie bags I stuffed with candy.When they came their bag alread had their name on it so there was no confusion. ITs okay to give a bag full of candy ever once in a while. THey also sell little plastic cups with the party supplies you cou fill up with goodies.Bubbles ,party size play dough, light up braclets, they make so many little party favors if you get a few different things then it will be cool.
You could make a pin the nose on Pablo game just trace him on some poster board. you could play musical chairs to some Backyardigans music, on nickjr.com you can listen to most of the songs they play on the shows. Have each kid draw a Backyardigan picture for you child to keep in a scrap book. Your poor baby wont want to party as long as the biger kids do so make sure you are prepared for the fuss tired baby. How about flashlights? My daughters party is Sunday and I bought all the kids little flashlights--perfect for Halloween! I also bought some paddle balls and those punch balloon thingys.
Little journals are also nice for girls to write in.
A pinata for a game is also always a hit! Let the 3 year old hit it it a few times each turn, and the rest hit it once while blindfolded (or not).
Go to www.orientaltrading.com -- they have a lot of great ideas! All my items were .50 or less per piece. The only thing is that usually you need to buy them in groups of 12. If you have anything left over, put them in other kids' bags at Halloween, or save them for next year.

Get some small prizes for the older kids and arrange games like musical chairs and others. A treasure hunt or egg hunt like at easter is always fun for kids and award prizes for winner and last until you give each child a prize. they don't have to cost much and letting them choose the rpize out of group is best then you can 'skip' a goodie bag since your child is so young.
Most of theitems of these just gets lost or thrown out anyway by most kids so I try to skip them if I can!

Visit a nearby dollar store, and get a bunch of things like pens, pencils,notebooks,ponytail holders(for the girls,of course), things like that for the older kids, & they do have quite a selection of toys for the younger 1's....... do a different "goodie bag" for the 3 yr old... I did "goodie bags" for each kid at my 9 yr olds party, that were age apprporiate for each child , I also put each childs name on the bag, so i wouldn't give a 2 yr old pens & paper or ponytail holders.

I had a similiar situation, so for treat bags I used actual snacks, like pb crackers, fruit snacks,lolly pops ect that kids of all ages like. We really didnt do games the kids were to interested in playing with the new toys.

We gave out bubbles and crayons and coloring books, stickers, cute little character bandaids, have fun!!!
