Get a few treats - GOOD ones. Ones that will make him drool.
Stand in front of him and show him the treat, hold it up high so he can't grab it. Say "speak."
Your dog will run through a myriad of things to ask for it. He'll sit, lay down, jump, etc. When he barks, tell him "good speak" and give him the treat. Repeat for about 15 minutes. (That's all they will be able to handle.)
Keep it up for a couple of days and it'll work. My dog lays down when he "asks" for something now.

Have some treats in your pocket.
Key is to rile her up, get her excited to make her bark. Show her her favorite toy, tease her a bit, run around with her...pretty much do anything that will make her "bark".
When your dog barks, then immediately say "speak!, good dog!!" and praise her and give her a treat.
Rile her up again, and when she barks, IMMEDIATELY use the word "Speak!" then say, good dog!!! and give her a treat.
Keep doing that few times a day. In a short time, your dog will associate "speak = bark = treats". Then, you can slowly eliminate the number of times she gets food for rewards.

THere are very few words you can teach your dog to say without you actually moving their jaw ,your best way forward is to teach them word recognition.In this case you say a certain command repeatedly untill they recognise it eg,sit,beg,say please(at which you get them to either bark or stand on back legs or whatever the response you want)It is a well known fact that dogs have a very limited vocabulary as we know and say it therefor i think regognition is the way to go.Hope this helps
