The reason for small cubicles is: the restaurant needs all the space they can get for tables to seat as many patrons as possible. A toilet doesn't make them any money. The codes will govern how much space is to be devoted to toilet facilities and the owner will stick close to the minimum.

Yeah but if you take some wet balls of toilet paper in there with you first, you can drop them from a great height into the bowl whilst scratching the cubicle walls with your fingernails and grunting a lot - always good for a laugh!

There not small to the average user,only those with a wide load for a rear end have trouble settling on the pan..
