Why Suadia,Kuwat and other Arab not allow non-citizen even Muslim to marry local woman to have Nationality?

In Saudia ,Kuwat and other arab lands foreigners even muslims are discouraged to marry their women.but on the other hand these Arabs marry any citizen and have countless Concubines(as house maid).When Islam, which they claim has come for whole world then why they do not practice its Declration of Universality.They still have the mentality of Mohamud Era ,clasifying the world into Arabs and Azhum.

First of all they cannot have countless concubines in Saudi Arabia, in Islam they are allowed 4 wives but they must be legally married. maybe they feel that for a Muslim from another country to marry a Saudi woman for the nationality he would only be using her and then when he gets the nationality he will divorce her and leave her with no means of support. This happens in the USA frequently. As for Muslim women they are not allowed to marry out of their religion because the children would not be raised as Muslims. They do not have the mentality of the era of the Prophet Mohammed ( pbuh) because if they did they would not marry from outside their country at all.

The reason why a woman can't marry a nonmuslim is because the fact that the husband is the head of the household and might try to force her to lose her religion.
