No. It does not and it is wrong. It does not say that in the Quran. It is wrong for a man to even touch any woman unless he is related to her like sister, mother, etc..Where did you hear that?

I think the question is not clear, Although wearing provocative clothing attracts men, so often women are blamed for being raped because the carry themselves with indignity.
