Goodwill. Believe it or not, you'll find big brand name stuff there, that is either brand new with tags, or looks like new. They also have tag day sales, in my area it's Sunday's & Mondays - a certain color tag is $1.61.
I just bought my daughter a pair of Abercrombie jeans, and paid that price for them. They still had the A&F tags on them.
I'm also a frequent shopper of TJ Maxx. Brand names there too - and their clearance goes down to $2-3 a piece, if you hit the sales at the right time. My general rule is, don't shop for it until you need it. You don't really need a swimsuit in January, so why buy it right away and pay full price, if you're not going to wear it for several months anyways? I just bought my daughter a pair of gaucho pants for school there, paid clearance price of $2.00 for them. And they're limited too!
Or you could try Ebay. Look up lots. Check item descriptions - I never buy anything that the seller says have stains or defects, I only buy "nwt" or "new" items.

Check the local phone book for second hand clothing stores... we have one near us that you can bring in nicely used items, and get store credit to purchase other stuff. Most of the stuff in there is really gently used, and the owner washes everything again before she sells it.

Try Ebay, you can get quality used clothes (and new) for good deals. Just make sure you add in the cost of shipping too because it's easy to get blasted if you're don't.
