Of course not, men who harass women are held totally accountable for their actions. A women no matter what she is wearing or not wearing has the right not to be harassed.You see when the man is harassing her he bears the sin of his actions and she is the victim.
If that was true then the prophet and his companions would have the green light to harass women and what we have learned from the actions and teaching of the prophet that women are respected no matter what they are wearing.

Hijab is indeed helpful for a woman to avoid men's gazes, stares, and advances, but if she doesn't wear it that doesn't mean those men have the right to do all of those things. They are beasts if they do!

Yeah - this is a patriarchal bastardization of the Quran. It tells women to be modest and some men decide if she isn't as modest as their grandmother they have a right to rape her. Very very sad.
